NASA/LaRC plans to issue a Request for Quotation (RFQ) for a software package of a simulated Terrain Awareness and Warning System to work in conjunction with an existing high-fidelity terrain database for the Asheville, North Carolina Airport region that executes in the NASA LaRC Synthetic Vision Laboratory graphics simulation environment. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Knighttime Software because of the familiarity with the graphics simulation environment being utilitzed in the Synthetic Vision Laboratory and such an intimate knowledge of that environment is necessary in order to build the database to satisfy the runtime metrics associated with requirements for the database product. The Asheville Database was specifically developed to run in the graphics environment of the Synthetic Vision Laboratory at NASA Langley Research Center by Knighttime Software The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 2, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
