The National Institute of Standards and Technology (NIST) has a requirement for a laser diode modeling software package with following capabilities: 1) ability to model both GaAs-based, GaN-based, and InP-based laser diodes. 2) ability to determine the gain in a multiquantum well active region with independent and coupled quantum wells. 3) ability to calculate power versus current curves for a given design. 4) ability to calculate optical, electrical, and thermal properties of a given input design under a specified current bias. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00) and is not a request for quotes. There is no bid package available. The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price.
