The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, Wright Patterson Air Force Base, National Air Intelligence Center, intend to procure on a Sole Source basis from Ball Systems Engineering Operations, Suite 180, 2875 Presidential Drive, Fairborn, Ohio 45324, (937) 320-4052, Linda E. Kimmel, the following services: The objective of this effort is to improve and extend the current capabilities of the National Air Intelligence Center's Measurement and Signature Intelligence (MASINT) Exploitation Division to collect, process, analyze, integrate and exploit present and future MASINT sensor data. Goals of this effort include but are not limited to: The tasks to be performed are consultant labor and interorganizational labor. Consultant labor will identify the current NMD and TMD threat missile models required in the MSDB by an extensive study of the DIA and BMDO threat documents and coordination with the NAIC/TA, MSIC, ONI, and other relevant offices; correlate the existing MSDB files; evaluate and document the currency and accuracy of the existing MSDB files to the DIA assessments; the TRP/MVS program training and user documentation needs to be converted from its current hardcopy into a WEB based format; and not only run the program, but also be able to design complex modeling techniques within the program. Interorganizational labor will provide technical and program management support to NAIC to plan, design, develop, integrate and implement the NSEC in support of the Spectral Demonstration Program IAW the NSEC Program Management Plan, NCES Integrated Master Schedule, and the NSEC DP-2 Specification; plan, design, develop and integrate and implement the NSEC Data Management subsystem, including the spectral data archive, secondary dissemination, and the spectral library; implement the NSEC Collection Management subsystem; and implement the Processing and Exploitation subsystem, including Algorithms, Processing and Exploitation and Research and Development. The work performed under this contract shall include data processing, analysis, and technique development for exploiting data collected from both domestic and foreign program; development of advancement of computer simulation models used to predict and evaluate the feasibility and intelligence value of various collection scenarios; and support of test activities designed to verify collection techniques or analysis methods. This effort will allow NAIC to continue to improve its support to the military operators in various Air Force Commands, the NAvy, the Army and othre users of MASINT data exploitation. PURPOSE: The National Air Intelligence Center at Wright Patterson AFB requires the following services to be purchased for MASINT Exploitation Program task currently under contract. The government intends to have Ball Systems Engineering Operations provide the service as sole source. IMPACT: Without these services, the project cannot be accomplished for the MASINT Exploitation Program. Work will stop, deliverables will not be met, and the entire system will not function or work as a complete system/unit. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In the effort to complete a working system, it is recommended that Ball Systems Engineering Operations provide the service for the following considerations and reasons: To meet timeframes, milestones, schedules; Ball Systems Engineering Operations has established relationships with subcontractors that can perform the required services; the services are incidental to the total order; the services are unique in nature; and the services are needed to complete a successful effort. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
