NASA/GRC intends to purchase the items from OPAL-RT, 307 North 1st Street, Ann Arbor, MI 48103. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C 2304(c)(2). Opal-RT will serve as a distributed computer controller and simulator for the Flywheel Energy Storage (FES) program. The system will be used to develop flywheelcontrol algorithms and to develop and verify flight-software. Opal-RT is the only system that meet all the necessary requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on Wednesday, July 26, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
