National Oceanic and Atmospheric Administration intends to solicit and
negotiate on a sole source basis with the H. John Heinz III Center for
Science, Economics, and Environment, Washington, DC for the acquisition
of management support services for the Coastal Services Center,
Charleston, SC. These services include identification of emerging
environmental issues, conduct of related scientific research and
economic analyses, and create and disseminate nonpartisan policy
options for solving environmental problems. Services also will include
coordination of an analysis of policy implications of costs associated
with coastal hazards, as a coastal management issue, with governmental,
non-governmental, and private sectors and encompassing policy,
environmental, and social and economic considerations. In addition, the
contractor shall conduct presentations, discussions, and interactions,
as well as support, in conjunction with large national meetings of the
coastal management community. The statutory authority for less than
full and open competition is 41 USC 253(c)(1), Only One Responsible
Source. The Heinz Center is the only known source that provides a
unique venue for scientists, engineers, economists and other social
scientists from industry, environmental groups, government, and
academia to work together on environmental issues. An indefinite
delivery/indefinite quantity contract is anticipated. The period of
performance will be 9/1/00 through 8/31/01 with options to extend the
contract an additional four years. Interested persons must identify
their interest and capability to respond to the requirement within 15
days of this notice. This notice of intent is not a request for
competitive proposals. A determination by the Government to compete
this proposed contract based on responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. Evidence must be provided of the
ability to provide the required services. Any party interested in
receiving a copy of the solicitation shall provide written notice to
the Contracting Office. The solicitation document will be issued on or

basis of proposals received in response to this notice since this
synopsis cannot be considered a Request for Proposal. All responses
