The National Oceanic and Atmospheric Administration, National Marine
Fisheries Service intends to solicit and negotiate on a sole source
basis with Mr. Edward Baum, Atlantic Salmon Unlimited to perform the
following requirement: Frequent coordination with West Coast salmon
managers and Irish colleagues in the development of white papers on the
following topics involving Atlantic salmon: (1) aquaculture
development; (2) marine survival of Irish stocks; (3) impacts of global
warming; (4) mitigating the impacts of dams on anadromous species; and
(5) estimating angling catches in recreational salmon fisheries.
Possessing vast knowledge of Atlantic salmon in Maine, Mr. Baum is
uniquely qualified to perform this requirement as he was employed by
the Maine Atlantic Salmon Commission for over thirty years and recently
retired as senior biologist from the same organization. Mr. Baum has
represented the United States at numerous international meetings
including the North Atlantic Working Group of the International Council
for the Exploration of the Sea and the Canadian Department of Fisheries
and Oceans. Mr. Baum prepared and presented a paper entitled "History
and Description of the Atlantic Salmon Aquaculture Industry in Maine".
The period of performance will be from August 1, 2000 through July 31,
2001. The statutory authority for other than full and open competition
is 41 USC 253(c)(1), Only One Responsible Source. Interested parties
may identify their interest and capability to respond to the
requirement or submit proposals. Information received will normally be
considered solely for the purpose of determining whether to conduct a
