out the obsolete modules and upgrade the AN/PRC-112 radio to a "D"
version. During the Phase I Upgrade effort, the number of modules will
be reduced, add capability for any external DC power source (including
rechargeable/commercial batteries), radio voltage range of 4.2 to 18
volts, reduce power consumption and incorporate low power and Go/No Go
built-in-test indicators, include slots/sockets for future GPS
transponder, Search and Rescue Satellite Aided Tracking (SARSAT ) and
Over the Horizon capabilities . Design options will include a radio
battery holder that uses military or commercial standard
rechargeable/non-rechargeable batteries for training and garrison
operations . Design Options will also include, the development of "E"
version model of the radio to incorporate Global Positioning Satellite
(GPS) transponder capability, and the development of an "F" version
model of the radio that will incorporate SARSAT) capability or Over the
Horizon capability. During the Phase II Production Option, the
government will require production of the "D"model radio and kit that
will consist of the technology of the Phase I development effort. There
will also be production options for rechargeable battery kits,
non-rechargeable battery kits and battery chargers, production of a kit
(D model to E model) consisting only of GPS and production of kit (D
model to F model) that will consist of SARSAT or Over the Horizon. The
Government anticipates a possible purchase of up to 1650 radios over
the life of this contract and up to 8250 retrofit kits to upgrade the
existing radio to the upgraded radio. A reduction in Total Ownership
Costs, increased reliability and additional capabilities will also be
evaluated. The resultant solicitation will require the offeror to
submit proposals that show how the prices of the radio and spare
retrofit kits will reduce over the life of any resultant contract. To
increase reliability, a warranty clause will be included that requires
the contractor to maintain a low number of failures throughout the
life of the warranty. An IDIQ Type Contract will consist of Phase I
Upgrade Options that will be CPFF. The Phase II Production will be
Range Prices at a Firm Fixed Price. The basic contract award will be
CPFF and incrementally funded. It is proposed that this will be awarded
on a Full and Open Competition Basis. Proposals due on or about 28
