This footage will become a substantial portion of a training video that is an outgrowth of an Economy Act inter-agency agreement between FOH and INS. Since Hinmon Productions owns footage that the Government wants, they are deemed the only responsible source capable of providing the required work and service under authority in 41 U.S.C.253 (1), as set forth in FAR 6.302-1(b)(1)(I).
