445-3609 Fax Only The NATO Financial Management Systems Office is
charged with fielding the Oracle Financials software to 24 NATO
locations in Europe and North America. The duty location is at NATO
Strategic Command Europe headquarters in Mons, Belgium. A full time
business manager is needed to begin duties on 01 October 2000 with the
duties and qualification as specified below: (1) DUTIES: Responsible
to the NAFS Program Director for the Program business management
operations. The incumbent will act as the deputy FMS Systems Director
and in this capacity will provide support to the FMS System Director in
the coordination of user participation during system implementation and
system support required post implementatio. Activities where the
incumbent will either assist the FMS System Director or act on his
behalf will include the following: Ensuring that proper user
implementation groups are established at all sites, that appropriate
site preparations are carried out and that all implementation
activities are properly scheduled. Direct the activities of
Implementation user groups include general coordination and
organization of work meeting. Organization of test set ups,
demonstrations and acceptance tests at the user sites as required.
Ensure that adequate training program is established, that schedules
for training of site and other involved personnel are produced in a
timely manner. To prepare and update life cycle cost estimates for the
program. To prepare quarterly program execution reports for the
Program Director, NAFS Steering group and outside oversight activities.
To prepare purchase requests for supplies and services needed for the
program. To approve all routine payments based on commitments already
established in a capacity as Program Contracting Officer's
Representaive. To conduct financial analysis of various alternative
outside entities or the Program Director may require. To prepare
briefings in response to specific taskings. To perform other tasks as
assigned. 2. QUALIFICATIONS: Accreditation as acquisition, accounting
or information technology professional. Four (4) years of AIS
acquisition experience. Functional knowledge of planning programming,
budgeting and execution systems. Bachelor's Degree in business
discipline. Knowledge of financial systems operation. At least five (5)
years of combined Government/Commercial business management experience.
Must have NATO SECRET CLEARANCE. Must master ENGLISH (SLP) LANGUAGE. 3.
DESIRABLE QUALIFICATIONS: Knowledge of NATO financial proceedures.
Familiarity with international working environment. Optional French
Language. 4. Contract lenth will be 24 month initial contract with two
12 month options. Up to 25% travel may be required to sites
implementing NAFS or other NATO locations. 5. INSTRUCTIONS FOR

markings on the outside envelope to read: DO NOT OPEN IN MAIL ROOM
DELIVER TO CONTRACTING OFFICER and must have the solicitation number
2000-06 annotated on the envelope. Proposals should be sent in two
parts with Curriculum Vitae and cost proposal. Security clearance must
be annotated on Curriculum Vitae. Organization chart of comapny should
also be included in proposal. All proposals must reach NATO?SACLANT by
