Management Systems Office is charged with fielding the Oracle
Financials software to 24 NATO locations in Europe and North America.
The duty location is at NATO Strategic Command Europe headquarters
located in Mons, Belgium. A full time Deputy Program Manager is needed
to begin duties on 01 October 2000 with the duties and qualifications
as specified below: 1. REPORTING CHAIN: The incumbent reports to the
FMS Systems Director. 2. PRINCIPAL DUTIES: The incumbent will act as
Deputy FMS Systems Director and in this capacity will provide support
to the FMS Systems Director in the coordination of user participation
during system implementation and system support required post
implementation. Activities where the incumbent will either assist the
FMS Systems Director or will act on his behalf will include the
following; Ensuring that proper User Implementation Groups are
established at all sites, that appropriate site preparations are
carried out and that all implementation activities are properly
scheduled. Directing the activities of the Implementation User Groups
including general coordination and organization of work meeting;
Organization of test set-ups, demonstrations and acceptance tests at
the user sites as required; Co-ordinating discussion and agreement on
any changes needed to the established financial procedures to
accomodate the NAFS: Establishing and documenting arrangements for
local support services at all sites; Ensuring that an adequate training
program is established, that schedules for training of site and other
involved personnel are produced in a timely manner, and that training
needs are adequately monitored; Ensuring that acceptance testing at
each site is properly conducted and monitored; Ensuring that
operational handover is properly planned abd scheduled at all sites;
Ensuring a proper migration of data from legacy systems; Maintain close
contact with the user community to ensure the effective progress of the
development and implementation effort; Provision of specialist support
to all sites in the areas of Help Desk, Training and Configuration
Management; Establish and control User Groups to review operations,
changes and procedures; Co-ordinate and monitor change proposals to the
system; Provide information, guidance and assistance to potential and
new users to the system; Maintain close liaison with all other internal
support activities at all sites to review activities; Monitor and
co-ordinate utilisation of the system for IRM or similar management
purposes. 3. ADDITIONAL DUITES: Performs other duties as may be
required by the FMS Systems Director. 4.EXPERIENCE: Four (4) years od
AIS acquisition experience. Functional knowledge of planning,
programming, budgeting and execution systems. 5. EDUCATION:
Baccalaureate Degree in Business of Information Technology. Specialized
training in accounting or information technology. 6. DUTY STATION:
Mons, Belgium travel 50%. 7. CONTRACT LENTH: 24 month initial period
