The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Oskars Petersons, Potomac, Maryland, for technical assistance services for development of a final rule on transformer test procedures for publication in Code of Federal Regulations. Technical assistance includes technical evaluation of responses to notices in the Federal Register, resolution of technical disagreements on proposed test procedures, and drafting of final rule. The period of performance is for one year from date of award. There is also an option for two additional one year periods. F.O.B. Destination, Gaithersburg, Maryland. This is a sole source with Dr. Petersons because he is a world-expert in the operation, performance, and testing of high-voltage transformers. His doctoral thesis involved the design of the test equipment currently used for official NIST calibration of transformers. Additionally, Dr. Petersons is intimately familiar with metrology standards and the design of the test procedures. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
