This is a solicitation for the acquisition of commercial items prepared in accordance with FAR Part 12. Solicitation number USSS00 0029 will be issued as a request for proposals. The U.S. Secret Service (USSS) has a requirement for a third party payment system that allows the USSS to make certain payments using draft instruments. The contractor must be able to support approximately 300 cashiers located at USSS offices throughout the United States and internationally generating an estimated 196,000 payments annually. The system requires a controlled payment instrument, which will be supported by software customized to meet the requirements of the USSS. The system must generate multiple reports, including daily cleared instruments, monthly and quarterly reports, the details of which are more particularly described in the scope of work. The contract period of performance will be for one base year beginning October 1, 2000 with four (4) one-year renewal options. The Government intends to award a firm fixed price contract, to the offeror with an acceptable past performance record and whose technically acceptable proposal is the most price advantageous to the Government.
