COMMERCE BUSINESS DAILY ISSUE OF JULY 20,2000 PSA#2646 RFI (REQUEST FOR INFORMATION) FOR ABM (AIR BURSTING MUNITION FUZE
TECHNOLOGY) THE US ARMY ARDEC SEEKS TO DEVELOP AIR BURSTING MUNITIONS
CAPABILITY IN MEDIUM CALIBER CANNON SYSTEMS. 1. Primary focus of the
program is to develop air burst fuzing technology. 2. Concepts
presented should be volumetrically compatible with a 30 x 173 mm
projectile and cartridge, with potential technolgies scalable to 40mm.
3. There is interest in the eventual application generating a family
of 30mm and 40mm cartridges. 4. The fielded fuze is desired to be a
multifunction, modularly designed fuze. The design approach desired is
to have an electronics module that can be utilized throughout the
entire family. The S&A module would be tailored to the specific caliber
round application. Fuze on- board components that are part of the
setter/communications subsystem are considered to be part of the
electronics module for the purpose of this document. 5. An initial fuze
technology demonstration will be conducted in FY03 utilizing a
Government 40mm projectile. It is desired to demonstrate all applicable
functions of the fuze at this time, however the technology
demonstrators may be designed with only one single fuze function
(i.e.air burst mode, point detonating with delay mode, etc)operational
per fuze. The fuze technology demonstration will consist of a small
series of long range firings from a single shot test barrel only. 6.
The opportunity to participate in the technology demonstration will be
provided. 7. Affordability will be a key parameter. Fuze technology
developed must be adaptable to other caliber ranges. CAIV will be
continuously evaluated throughout the entire program. 8. The Government
will review all submissions and may wish to foster partnerships to
provide an optimum solution to the technical requirements at a
reasonable cost. PARTIES WHO RESPOND TO THIS RFI SHALL SUBMIT THEIR
RESPONSES IN EITHER ELECTRONIC OR PRINTED FORM. A. Responses are
acceptable from either a single respondent, or as part of a teaming
arrangement with U.S. Government agencies or other companies, with the
intent of offering an optimum solution. B. As a min- imum, all
submissions are to include the following information: i. The identif-
ation of all relevant proprietary data, patents, and other intellectual
property. ii. An identification of the intended level of technical
approach and design concepts for anything from a critical module to a
full system solution for an air bursting munition fuze. iii. Responses
can include, but are not limited to, sales or marketing brochures,
patent applications, or other forms of technical supporting data. iv.
An estimate of the relative maturity of the approach and perceived
technical risk in fully meeting all of the identified performance
requirements for a fully fielded air bursting fuze. v. The identif-
ication of all major cost drivers in each concept, as well as a cost
effective alternative means to address all of the identified technical
criteria. vi. An identification of the technolgy (ies) that would be
reasonably available to be demonstrated in a hardware firing to be
conducted in 4QFY03 and how each pro- posed technology compares to the
fielding requirements listed above. vii. Any schedules of on-going
"qualification" efforts to field design approaches for use by the US or
other foreign Governments. C. It is estimated that RFQ DAAE30-00-Q-0411
will be disseminated through the Internet (address:
http://procnet.pica.army.mil)under solicitations on/about 19 July 2000.
All submissions shall be provided to TACOM-ARDEC by 01 September 2000.
