X -- THE GOVERNMENT INTENDS TO CONDUCT A SOLE SOURCE PROCUREMENT FOR THE SUCCEEDING LEASE OF APPROXIMATELY 18,000 RENTABLE SQUARE FEET (RSF) OF SPACE AT 4901 UNIVERSITY SQUARE, HUNTSVILLE, AL . Mahy, Contracting Officer (205) 731-0135 extension 24 INTENDED ACTION: The United States Government presently leases approximately 18,000 Rentable square feet (RSF) of space at 4901 University Square, Huntsville, AL from Rainbow Group Properties, LLC. The current lease expires September 30, 2000. Current economic information indicates that entering into a succeeding lease at the current location for 3 years (non-cancelable for 1-year) is the most cost-effective method of obtaining continued housing. As a result, the Government intends to conduct a sole source procurement for the succeeding lease. However, should economic benefits as discussed below support Government relocation to alternate space, such relocation will be considered. In evaluating alternatives, the Government will consider, at minimum, all moving expenses as described more fully below. REQUIREMENTS/LOCATION/OCCUPANCY: Buildings offering alternate space must be located within the boundaries of: North -- University Square; East -- Sparkman Dr.; South -- Interstate 565; and West Rideout Road. Rentable space must yield a minimum of 15,400 BOMA Usable square feet of office and related use space, available for use by Tenant for personnel, furnishings, and equipment. Completion of space for occupancy required by October 1, 2000. Above standard office floor load requirements. Deck high interior partitioning. The Government will have the right to secure all office and common areas, including lobbies, corridors, restrooms, etc. All services and utilities, supplies, partitioning, and tenant alterations are to be provided as part of the rental consideration. ECONOMIC REQUIREMENTS: For purposes of economic evaluation, at minimum, a competitor offering alternate space would have to overcome the following expenses associated with a Government relocation to alternate space: Tenant alteration costs of approximately $360,000.00. Relocation costs (all moving expenses, such as furniture, LAN, telephones, etc.) of approximately $199,100.00.
