barracks building using the R1, Standard Unaccompanied Enlisted
Personnel Housing Renovation Module; complete demolition of another
barracks building and construction of a new barracks building in the
same location, and construction of two new 100 man soldier community
buildings. The barracks include living/sleeping areas, bathrooms,
closets, service areas; janitor's closets, mechanical, electrical and
communications space. The soldier community buildings include activity
space, laundry, kitchen, restrooms, administrative space, storage
space, and mechanical, electrical and communications space. The
supporting facilities include utilities, electrical service, steam and
chill water distribution, paving, walks, curbs and gutters, storm
drainage, asbestos abatement and site improvements. Options are
included in the contract. Offerors are required to submit both price
and experience and technical proposal information as stated in the
solicitation. The following evaluation criteria will be used for
selection: (1) prime contractor's construction team experience in
completing military and non-military contracts for housing facilities
similar in scope and complexity in the last five years, (2) prime
contractor's construction team past performance in meeting schedule
requirements and success in complying with requirements and standards
of workmanship exhibited in past contracts, (3) management
effectiveness and (4) compliance with safety standards. The acquisition
strategy is a lowest cost technically acceptable request for proposal.
Proposals will be received and evaluated on a GO/NO-GO basis. Network
Analysis System will be required. Estimated cost range of this project
is $10,000,000.00 to $25,000,000.00. THIS SOLICITATION IS ISSUED ON AN
UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS OPPORTUNITY DEVELOPMENT

Amendments to this solicitation will be posted on the internet at the

specifications and drawings will be mailed to each bidder. NOTE: ALL
