Removal and satisfactory placement of all material (approximately
305,000 cy) except ledge rock lying above the plane of 20 ft. below
mean low water. The dredged material will be placed at nearby beaches
at Breezy Point, NY. Liquidated Damages: $1,085.00 per calendar day of
delay until all work under the contract is accepted. The estimated
cost range for this project is $1,000,000.00 to $5,000,000.00.
Completion time is 90 calendar days after receipt of Notice to Proceed.
The SIC CODE for this project is 1629. Solicitation documents will be
available on or about 04 August 2000. Bid opening date will be 30
calendar days following solicitation available date or 05 September
2000 at 11:00 A.M. Bid opening will be held in room 1841. To obtain

business sub-contracting plan is required for all large firms. The
subcontracting Plan must be in conformance with all aspects of FAR
Subpart 19.7. This includes evaluation of an offeror's past performance

Women-Owned Small business concerns. A contract will not be awarded
unless and until the Contracting Officer has determined (with advice
from SBA) that it's subcontracting plan provides maximum practicable
opportunities for Small, Small Disadvantaged and Woman-Owned Small
Business concerns to participate in contract performance. In
determining the acceptability of a proposed subcontracting plan the
Contracting Officer will evaluate all relevant factors inclusive of
subcontrats for the same or similar products or services to Small,
Small Disadvantaged and Woman-Owned Small Businesses. The Corps of
Engineers is responsible for effectively implementing the small
business programs within its activities including achieving
programgoals and to ensure contracting and technical personnel maintain
knowledge of small, small disadvantaged, and woman-owned small business
program requirements. In line with the emphasis on this program, the
Corps of Engineers, New York District is particularly desirous of
increasing subcontracting opportunities for small business concerns,
small disadvantaged business concerns and women-owned small business
concerns. You, as a prime contractor, are required to participate in
this program by soliciting subcontractor bids from such firms. We urge
