synopsis/solicitation for commercial items prepared in accordance with
FAR subpart 12.6 as supplemented with additional information provided
in this notice. This is for the purchase of a Deicing Fluid
Distribution System.. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT
CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. Solicitation number
F65501-00-00Q0270 is issued as a Request for Quotation (RFQ). The
incorporated document provisions and clauses are those in effect
through Federal Acquisition Circular 97-15. The Standard Industrial
Classification (SIC) Code is 2899. This requirement is unrestricted.
Deicing Fluid Distribution System: Line Item 0001: 1 EA, Deicing Fluid
Distribution System P/N 802 . Mixing station shall be skid mounted,
pre-piped, pre-wired, electrical system overload protected, and
installed on a metal frame to enable ease of installation inside of a
8"x 8"x 14" building. The mixing station shall be capable of mixing
more that 100 gpm of glycol and water to six predetermined ratios,
operate within 2% of accuracy, and be able to pump the mixture into a
deicer truck for spraying on aircraft. The mixing stations electronics
shall be of the digital read out type and have a remote control with
monitoring lights to enable a worker to operate the mixing station at
a distance. The unit shall have an automatic monitoring and fault
indicator system capable of sensing insufficient quantities of water
and glycol, a high pressure fault circuit, and a power supply fault
circuit to the glycol motor that will automatically shut the unit down
and indicate to the operator when a 2% variation of the pre-selected
mix ratio occurs. The mixing station requires positive displacement
pumps and all internal fittings constructed of bronze to eliminate
corrosion. The pumps, motors, and electrical systems must be capable of
continuous operation and rated as heavy-duty for industrial operation
Delivery terms shall be FOB destination, 8326 Fighter Drive H Flight,
ELMENDORF AFB, AK 99506, NLT 30 SEPT00. The following provisions and
clauses are incorporated and shall remain in effect in any resultant
purchase order: FAR PART 52.211-6, Brand Name or Equal, FAR Part
52.212-1, Instructions to Offers, Commercial Items is incorporated by
reference. The provision at FAR Part 52.212-2, Evaluation-Commercial
Items, applies to the solicitation. Award will be made based on
low-price/technically acceptable offer. The government reserves the
right to make award on the initial quote received without discussions.
Each offer shall include a completed copy of the provision at FAR Part
52.212-3, Offer Representations and Certifications-Commercial Items
with its quote. FAR Part 52.212-4, Contract Terms and
Conditions-Commercial Items, is incorporated by reference and applies
to this acquisition. Note the following addenda to FAR 52.212-4,
Incorporate DFARS 252.204-7004, Required Central Contractor
Registration. Incorporate the clause by reference at 52.212-5, Contract
Terms and Conditions Required to implement Statutes orExecutive
Orders-Commercial Items. However, for paragraph (b) only the following
clauses apply: 52.222-21, Prohibition of Segregated Facilities;
52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for
Disabled Veterans and Veterans of the Vietnam Era; 52.222-36,
Affirmative Action for Handicapped Workers with Disabilities;
52.222-37, Employment Reports on Disabled Veterans and Veterans of the
Vietnam Era; and 52.247-64, Preference for Privately Owned U.S.-Flag
Commercial Vessels. Incorporate DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes and Executive Orders
Applicable to Defense Acquisitions of Commercial Items. However, for
paragraph (b), only the following clause applies: 252.225-7001, Buy
American Act and Balance of Payments Program. The contractor shall
extend to the government their standard warranty offered in similar
types of sales. Acceptance of the warranty does not waive the
government_s right with regard to the other terms and conditions of the
contract. In the event of a conflict, the terms and conditions of the
contract shall take precedence over the warranty. The warranty period
shall begin upon final acceptance of the items listed in the schedule.
