EMV-2000-RP-0035 (Submission No. 454204) previously posted in the CBDnet on May 12, 2000 has been amended. Amendment No. A003 is issued to the combined synopsis/solicitation for Tanker Trailers. This amendment is issued in accordance with FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the third amendment to the above solicitation, offers are being requested, and a written amendment will not be issued. This amendment is issued to provide answers to questions received regarding the synopsis/solicitation. QUESTIONS/ANSWERS: (1) Question: What is FEMA's water plant plumbing specifications and connections for the current water purification units? Answer: FEMA's water plant has a potable water discharge hose that measures 1.25" in diameter with a female 1.25" cam-lock connection at the end of the supply hose. The water tanker should allow for this connection from the water purifying plant to the tanker fill. (2) Question: What is the tank fill connection size? Answer: The size is a 3" male-cam-lock connection on fill and discharge connector. (3) Question: Is this unit to be sized to handle all components operating at the same time or size to handle largest load demand for single operations? Answer: To handle largest load demand for single operation. (4) Question: Do you have an existing unit in operation you are now using satisfactorily? Or any sections on this unit? Answer: No. (5) Question: Where is this diesel driven generator to be located? Answer: The fully operational diesel generator is to be located in a separate compartment forward of the axles below water tanker. (5a) Question: What are the specifications for the diesel generator? Answer: The water tanker manufacturer will provide one diesel engine generator in an environmental weatherproof enclosure which will provide ventilation and continuous electrical power. The size will be to power the product dispensing pump, plus any electrical heating requirements for the water tanker, and three additional external lights mounted on the trailer (one per side and one rear). A diesel engine with minimum of 24 hours continuous operation is required for an independent fuel tank with easy access for refueling. Electrical power will be through a minimum of eight receptacles in separate weatherproof boxes for easy access. Two of these receptacles will be of the ground fault interruption (GFI) type. The internal electrical lines for the heating elements will be hardwired via a power distribution box. Two appropriately size circuit breakers will be provided; one circuit breaker sized to meet power dispensing pump, and the second CB for electrical receptacle. Two (2 ea) eight foot electrical grounding stakes, one hammer/maul, and a 12 foot copper grounding ribbon with adequate internal storage will be provided. (6) Question: What is meant by "weight 11200 lbs. + or 3%?Answer: To be of the legal weight limits for highway use in all states. (7) Question: Specifications state four baffles are required, can two be used? Answer: After consideration of all of the tanker manufacturer's products, two baffles are acceptable. (8) Question: The clean-in place system specification is unclear, can you describe your requirements? Answer: The clean-in place system shall be furnished and installed in a way that all compartments have full coverage to clean interior of tank. (9) Question: It appears that only one manufacturer can provide the covered bolsters, will you accept a full wrap design? Answer: The covered bolsters were included in the specifications, however, it is not required. The full wrap design is acceptable. (10) Question: Please clarify bulb type of thermometer? Answer: Any type of thermometer which can identify water temperatures within the tank is acceptable. (11) Question: Your specifications ask for Ingersoll axles, will an equal be acceptable? Answer: Any type of axles that meet the axle specifications will be acceptable. (12) Question: The specifications call for ABS Midland FF (S/S/1M) anti-skid brake system is a equal acceptable? Answer: Yes (13) Question: How is all of the plumbing, clean in place and pumping systems going to function? Answer: It is up to the manufacturer's design and specifications of each unit to have all elements working together. (14) Question: What type of electric heater is required? Answer: The heating system shall provide adequate heating to prevent water cargo area from freezing. (15) Question: Does Heil need to match the spec as written or can we offer/provide substitutions? Answer: An equal is acceptable. (16) Question: Will you accept a 10 gauge heads? Answer: Yes. (17) Will you accept a fiberglass insulation? Answer: Yes. (18) Will you accept 22 gauge sides and 18 gauge heads? Yes, provided a fully loaded trailer with accessories meets FHWA weight limit regulations. (19) Will you accept a Type 316 stainless steel in lieu of Type 304? Answer: No. (20) Potable water does not need to meet food grade specifications, will you accept a tanker that meets drinking water requirements? Answer: No. (21) Can we use 32 gauge aluminum jacketing in lieu of 24 gauge stainless steel? Answer: No. Bidders must acknowledgement receipt of this amendment before the hour and date specified in the RFP. Failure of this acknowledgement may result in rejection of your proposal. If as a result of this amendment you desire to change a proposal already submitted, such a change may be made by a letter. The letter must refer to the RFP No. EMV-2000-RP-0035 and this amendment, and be received before the opening hour and date specified. The synopsis/solicitation EMV-2000-RP-0035 is amended as indicated above. As a result of the changes made herein, the hour and date for receipt of proposals is hereby extended from 4:00 p.m., EDST, June 09, 2000 to 4:00 p.m. EDST, August 01, 2000. Except as provided herein, all other terms and conditions of EMV-2000-RP-0035 remain unchanged and in full force and effect.
