Bureau of Land Management proposes to noncompetitively issue a purchase
order with Specialty Equipment, 2881 Mission Hills Lane, Indianapolis,
IN 46234 for purchase of Scanlift SL 185, a hi-lift to accomplish tree
breeding, cone collection, cone sampling, crown management (tree
topping) and other projects where it is necessary to work in the crown
of seed orchard trees in a BLM seed orchard, which has over 50 percent
of the terrain greater than a five degree slope. Scanlift is uniquely
qualified, as it is a specialized 4-wheel drive piece of equipment
using four hydraulically operated outriggers providing a safe, level
and stable base to work on slopes up to 25 percent. The 4-wheel drive
is essential for performing on the steeper slopes in the wet weather in
western Oregon. The hi-lift must include the following salient
characteristics: Transport dimensions: length 22'8"; width 70" to 76";
height 85" to 92" Wheel base 96", support width 12' 10" Ground
clearance: 1'3" Gradeability: 35 percent Operating speed: 2.2 MPH
