synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 2.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation, proposals are being requested and a written solicitation
will not be issued. This solicitation is being issued as a Request for
Quotations (40-51LA-0-0046). The solicitation documents and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-18 (through 7/19/2000). This acquisition will
be processed under Simplified Acquisition Procedures (SAP) and is a
Small Business Set-Aside. The associated Standards Industrial
Classification Code (SIC) for this procurement is 7372 and the size
standard is $18.0. SCHEDULE: The Agricultural Research Service National
Center for Agricultural Utilization Research, proposes to procure a
Packaged Software Program for the Chemical and Physical Stores for
tracking of chemicals, ordering, inventory and barcoding. Offerors are
to propose prices for the following: CLIN (Contract Line Item Number
001: Software Package; CLIN 0002; On-Site Training and Set-Up. This
will include transfer and converting existing Foxpro database for
chemicals into the new database; CLIN 0003 One Year on site and off
site support service agreement. It is mandatory that the software has
the following capabilities: 1)the software must work with existing
scanners (Telxon), bar codes and bar code printer (Zebra Model); 2)
must have the ability for our staff to generate custom reports,
purchase orders, audit trail of any item, summary of open purchase
orders, audit trail of the system, (examples of the custom reports will
be provided upon request); 3) capability for our staff to add fields
such as shelf location; 4) a searchable database of chemicals that
includes CAS number, description, vendor and product number for all
commercial chemicals and is compatible with the bar code generator; 5)
generates a Purchase Order when theminimum inventory threshold is
reached; 6) fields for data should be flexible in size and character
type; 7)ability of program to have real time updates with multiple
platform and multiple network users but also administrative lock-out;
8) network version, Windows, NT, Unix or Novell network using common
commercial database programming such as Access or Oracle, for example;
9) must have backup capability on a daily, monthly and annual basis;
10) system is capable for chemical and physical stores in one database
or two. One database is preferred; 11) one year on site and off site
support agreement; 12) upgrades free with service agreement. 13)Onsite
training and set-up assistance must be included in the package.
Offerors shall submit Descriptive Literature describing their proposed
software in enough detail to ascertain whether the software/equipment
meets the criteria listed above. Failure to demonstrate compliance
will be cause to reject the proposal without further discussions.
Additional award consideration will be given to companies whose offers
include the additional salient characteristics, however, these
additional items are not mandatory to be considered for award. The
additional items are listed in priority of preference. Additional
features which are preferred, but not required; 1) has all of the
fields in the current database; 2) user friendly for storeroom
personnel; 3) a virtual storeroom for surplus chemicals in the
inventory that can be entered by NCAUR staff through the LAN to add or

Commercial Items applies to this acquisiton. The above FAR clauses may
be viewed at http://www.ARNet gov/far/. The Government will award a
contract resulting from this solicitation to theresponsible offeror
whose offer conforming to the solicitation will be the most
advantageious to the Government, price and other factors considered.
Quotations will be evaluated on proof of meeting the salient
characteristics listed above, price and past performance, and
possessing the additional salient characteristics. Offerors must
include completed FAR 52.212-3, any warranty offered to the general
public, and a list of at least four references for similar contracts,
for similar items, to include name, address, phone number, and a fax
number, including a reference. Payment will be made 30 calendar days
after acceptance of delivery, set-up and training. Equipment will be
shipped FOB Destination to: USDA-ARS-MWA-NCAUR, 1815 N. University
Street, Room 2039, Peoria, IL 61604. Quotation price must include any
freight or shipping, as well as any applicable duties, brokerage, or
custom fees. Delivery of items is desired to be within 4 weeks after
receipt of award (however, delivery is negotiable). Offer must include
a 30 calendar day acceptance period. Offers are to be received Not
