roe.kathleen@epa.gov. The U.S. EPA, National Risk Management Research
Laboratory intends to negotiate on a sole source basis with Oklahoma
State University for the development Chemflo-2000 software. This
requirement is to update the original software model developed by
Oklahoma State for EPA as an MS-DOS platform. The University maintains
the intellectual rights to the model and owns the source code for the
Java applet required. No other source has access to the source
information required to produce this software. The contractor shall (1)
replace the current MS-DOS version and develop executable software
suitable for use as an Internet applet and as a stand-alone application
on computers supporting the Java virtual machine, capable of running on
the following operating systems: Windows 95, 98, NT, 2000; Unix; and
Linux, (2) Incorporate the model into educational applets for web-based
instruction, (3) Incorporate the model into decision-support systems,
(4) Incorporate it into new web-based educational software and (5)
provide support documentation. This acquisition is being processed
under FAR Part 13, Simplified Acquisition Procedures. The proposed
contract action is for supplies or services for which the Government
intends to solicit and negotiate with only one source under the
authority of FAR 6.302. EPA believes Oklahoma State University is
uniquely qualified to meet this requirement for the reasons given.
However, any firm believing itself capable of meeting EPA requirements
may submit technical documentation to establish the potential of
complying with the statement of work. Such documentation must be
submitted to the POC within 15 days of electronic posting of this
notice. This notice of intent is not a request for competitive
proposals. However, all proposals received within fifteen days after
date of electronic publication of this synopsis will be considered by
the Government. A determination by the Government not to compete with
this proposed contract based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
