A -- MODIFICATION, FABRICATION AND INSTALLATION OF MACGREGOR CC2000 CONTROL SYSTEM FOR PEDESTAL CRANES SOL N00167-00-R-0059 DUE 090500 POC Mr. Ademar Toro, Code 3324, Contract Negotiator, (301) 227-5815/Contracting Officer, Scott Sentz The Naval Surface Warfare Center, Carderock Division (NSWCCD), intends to procure through Other than Full and Open Competition, two modified CC2000 pedestal crane control systems and to perform crane machinery and crane structure analysis. The improved crane control system is required by the Pendulation Control System that is being developed by NSWCCD and Sandia National Labs under the Advanced Shipboard Crane Motion Control System Advanced Technology Demonstration. The current control systems were designed and fabricated by MacGregor USA, Inc. and installed in multiple Navy pedestal cranes during their fabrication. Two MacGregor USA, Inc. proprietary control systems will be modified by MacGregor USA, Inc. to provide current technology to the controls of the T-ACS ship TG3637 MacGregor Hagglunds hydraulic deck cranes. This system shall include the full operation of the crane and the Rider Block Tagline System (RBTS). The new control system will replace the present B-box (crane control) and BB-box (RBTScontrol). The new design will include operation of crane/s in single and twin mode, allow simultaneous RBTS start and stop and manual adjustment if necessary, "speed-control" (velocity servo-loop using encoder tachometer feed back) for the 5 main systems in the crane (hoisting, luffing, slewing, liftline and tagline) into the new control system, provide interfaces and data exchange as required by the Pendulation Control System. The design will also incorporate remote control of the crane system according to present capability to control the three principal functions of the crane; hoist, luff and slew. The crane machinery and crane structure analysis will be performed using MacGregor proprietary design data to evaluate the effect of the new pendulation control system operation on the life cycle and maintenance requirements of the TG3637 cranes. MacGregor USA, Inc. owns the specifications of the current pedestal cranes CC2000 control systems, therefore, it is the only source that can conduct the modificationsto meet the Navy's requirements cited above. Consequently, the FAR cite supporting Other than Full and Open Competition is FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy the agency requirements.
