Contracting Officer, (256)955-3044 The U.S. Army Space and Missile
Defense Command (SMDC) intends to enter into a non-competitive contract
with the Magdalena Ridge Observatory Consortium (MROC) for delivery of
an unique, tri-service, dual use, state of the art, high-resolution
optical missile tracking testbed and world-class astronomical
observatory. The MROC consists of the New Mexico Institute of Mining
and Technology, the University of Puerto Rico, New Mexico State
University, and New Mexico Highlands University. The contractor shall
design, develop, integrate and deliver an operational missile data
testbed/observatory. The MROMDT will be a fully operational missile
data testbed/observatory to be delivered to SMDC, complete and ready
for use. The site location is the key to any entity being capable of
meeting the stressing requirements of this particular effort. The only
site that satisfies all such criteria is Magdalena Ridge in the Cibola
National Forest on South Mount Baldy at an elevation of 10,600 feet
above sea level, west of the city of Soccorro, New Mexico. This site
provides the Government with the third highest and second darkest
optical site in the United States. At that altitude, the Magdalena
Ridge Observatory Missile Data Testbed (MROMDT) will be effectively
free of the air and noise pollution associated with lower, less remote
sites. Competition is not contemplated since all indications are that
only the MROC could provide active control of this particular site,
along with the combined expertise necessary to embark upon a project of
this nature, i.e. -- to develop this unique and highly advanced
observatory/missile data testbed. Award to any other source would
require not only a demonstration of that set of specialized experience
and expertise as is currently possessed by MROC, but also the ability
to have access to this unique location. While many of the requisite
skills and component elements of the planned facility could be supplied
by others, only the MROC can be expected to perform the overall
endeavor as planned. MROC is the only integrated source permitted to
use the site for the intended purpose, they have all the component and
system integration expertise in place and they are in position to
satisfy the overall requirement, in the short time frame planned.
