The Bureau of Reclamation intends to negotiate on a sole source basis with National Environmental Sciences Inc. to acquire provide Larval fish identification of Delta Smelt, Wakasagi, and Long-fin from additional fish salvage samples at Tracy Fish Collection Facility and Red Bluff Research Pumping Plant Project, California; assessment of external injuries of post-larvae, juvenile, and adult fish passed through experimental "fish Friendly" pumps at Tracy; and taxonomic training for on-site biologists. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.The Government believes that only one responsible source can provide the services that will satisfy the agency requirements. Firms that believe they and can provide the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Firms must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. All responses received within 7 days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
