Federal Aviation Administration, Eastern Region, has a requirement to
conduct an environmental impact statement for the New York/New
Jersey/Philadelphia Metropolitan Area Airspace Redesign Study. The SIR
has been sent to the following four companies: Litton PRC -- Reston,
VA; Landrum & Brown -- Overland Park, KS; Harris, Miller, Miller &
Hanson -- Burlington, MA and URS Greiner Woodward Clyde -- Tampa, FL.
Additionally, requests for copies of this SIR will be accepted from the
first five companies responding to this public notice. INTERESTED FIRMS
SHALL SUBMIT LETTERS OF INTEREST TO GLENN FOX McCARTHY, CONTRACTING
OFFICER, DOT, FEDERAL AVIATION ADMINISTRATION, EASTERN REGION, AEA-55,

Requests received after July 27, 2000 or after receipt of the five
additional requests will not be considered, and no correspondence will
be sent by the FAA. Offerors will be required to demonstrate
proficiency in the following areas: 1. A minimum of five years
experience in preparing Environmental Impact Statements (EIS) for FAA's
Air Traffic Division regarding major changes in airspace configuration.
2. Ability to interpret, review and provide comments regarding ARTS
data to utilize that data to develop noise and other EIS analyses for
the EIS, by providing a breakdown of the primary runway use
configurations, day-night usage and flight tracks for the airports in
the region. 3. Ability to interpret, review and provide comments
regarding Enhanced Traffic Management System (ETMS) data in order to
supplement ARTS on an as-needed basis to support the overall analysis.
4.Ability to collect, analyze and interpret aircraft noise measurement
data to use to verify and validate noise modeling assumptions, and
ability to correlate those data ARTS data and major air traffic flows.
5.Ability to perform an airfield capacity and aircraft delay analysis
and operational review to assess the need for a restructuring the
airspace in the region. 6. Ability to assess the benefit(s) associated
with the project, in terms of improved safety, improved operational
efficiency, reduced aircraft delays and reducedoperating costs. 7.
Ability to collect market-driven aviation data and forecasts that will
incorporate the effects of fleet mix changes, airline or airport
expansion plans, proposed changes in air traffic procedures, potential
changes in slot restrictions at the NY-NJ airports, expected increases
in aviation activity, and any other pertinent changes that have
occurred since completion of the prior airspace restructure (under
Expanded East Coast Plan). 8. Ability to research and analyze the
potential for changes regarding existing and future airline hubbing and
peaking characteristics as well as general aviation activity at the
airports in the region. 9. Ability to develop and implement an in-depth
public involvement program that includes municipalities, counties,
public planning organizations, environmental organizations, area
residents, airport users, regional business and civic groups and local
media, and to use innovative methods for effective participation of
these important constituencies (including web-site, mailings,
newsletters, newspapers, cable TV, videotapes, hotlines, etc). 10.
Ability to develop and provide computerized geographical information
system (GIS) and other audiovisual tools to meet the goals of the
process, and to be used, in part, as a traveling presentation that
includes: airspace and airport graphics/photos; a description of
alternatives being considered; graphic displays of air traffic control
bottlenecks in the area; capacity and noise modeling results; the
