Service has developed a Retail= Signage Program over the past five
years. This program was establish= ed to identify and brand USPS Retail
units along with an ongoing co= rporate identity program. Standard sign
designs and sizes have been = developed and are being erected
nationally. The United States Postal S= ervice intends to award an
indefinite quantity contract for Architect-Engineer services for sign
design, sign management,= and sign implementation services. The
required contract tasks will in= clude day to day planning and
management of the USPS corporate and reta= il sign program and
development of related resource materials. Poten= tial tasks include,
but are not limited to 1) USPS Field Support: = Review of architects'
30% design drawings to ensure that program is bei= ng adhered to and to
make recommendations for each project when = it is not. Preparing site
plan information for USPS review/approva= l. Information includes
development of plot plans and elevation = base drawings in AutoCAD, and
completing ordering form for review = of USPS project manager, 2)
Custom Signage Support: On occasion, the= re will be a need to create
design intent detail drawings for manufac= turing guidelines and
specifications for custom sign types to confor= m with local zoning or
landlord requirements while maintaining brand= consistency. The local
architect or project manager will pro= vide site information (local
zoning regulations, landlord requirements,= dimensions, etc) in drawn
or photographic documentation. The= re may be an occasion, upon request
from USPS Project Manager, where th= e contractor will be required to
coordinate/research site speci= fic landlord requirements and/or local
zoning regulations on beha= lf of the USPS, 3) Physical Site Surveys:
Physical site survey visits m= ay be required (approved through USPS
National Headquarters) at som= e locations due to the size of the
facility or number of facili= ties in a geographical area requiring
signage. Contractor will be requ= ired to travel to site(s) and
complete a physical survey of site cond= itions, which includes taking
photos, drawing the plan of a facility,= and sketching dimensioned
elevations while making sign recommenda= tions on the site, 4) Database
Support: Creation and management of a s= ign database and incorporation
of the existing facility sign data= into that database, and maintenance
of database are essential comp= onents of this contract for ongoing
sign replacement and maintenance is= sues. Currently using FMSSign
Chart with Microsoft Access, 5) Comm= unication Tools and Technical
Support: Annual development of sign orde= r forms, architectural design
criteria support collateral, visual communications, and interaction
with the field on facility si= gn issues are essential components to
the success of the USPS sign prog= ram. These components shall be
communicated to architects and proj= ect managers in the form of
AutoCAD drawings, computer rendered e= levations or 3D models, written
guidelines, brochures, photographic pre= sentation boards, seminar
style electronic presentations or web site ac= cessible materials.
Additionally, upon request by USPS Headquarters, = the contractor may
be required to provide national training to US= PS project managers as
process changes are made to the signage o= rdering procedures.
Contractor will serve as technical expert to oth= er USPS Headquarters
representatives, and 6) Research & Development: = Ongoing technical
and graphic development is required to maintain an economically
manufactured, progressive, quality and state of = the art sign system.
Research into new technologies and materials wi= th an ability to
integrate them into the current sign system is req= uired. This
includes but is not limited to new and improved extrusio= ns, latest
lighting technology and installation practices. Also,= there may be a
requirement to develop designs for any new ventures = (Contract Postal
Units, Ebusiness, Small Business, etc.,) that USPS may= direct. This
is not a request forsign manufacturing or sign installa= tion services.
Only firms or consultants specializing in sign des= ign program
management and implementation should respond. Intere= sted candidates
must have knowledge of sign placement, way finding=, sign visibility
requirements, interpretation of sign codes and sen= sitivity to sign
scale and proportion. The firm will be required to w= ork with USPS
Project Managers, local consulting architects, and USPS Headquarters to
review and/or develop individual facility sig= n schemes based on
corporate and retail brand strategies using the stan= dard sign system
for all USPS new build, renovation and upgrade facilit= ies. Qualified
candidates shall have at least 7 years proven exper= ience in sign
management and sign conversion programs of national conv= ersions of a
minimum of 1,000 locations per year. Competency in bran= d management
strategy and implementation, and sign design and fabrication detailing
for large national retail programs is r= equired. In order to qualify
for this scope of work, candidates shall = maintain a staff of graphic
designers, industrial designers, architect= s, environmental graphic
designers, interior designers. This st= aff shall be proficient in
AutoCAD release 14, Corel Draw or Adobe Phot= oShop and Illustrator,
Form Z (preferred, but not required), database management, digital
media and web development. The contract = will be for two (2) years and
individual work orders will be issued f= or each project. Work orders
for any given project cannot exceed $25= 0,000. Minimum work to be
ordered under this contract is $5,000.00. = The Contract may be renewed
for three one-year periods provided t= he total contract amount does
not exceed $5,000,000.00. Firms qualifi= ed to perform services
described above are invited to submit a Stan= dard Form 254,
Architect-Engineer and Related Services Questionnaire, a= nd a Standard
Form 255, Architect-Engineer and Related Services Questionnaire for
Specific Project. These submissions must b= e received by August
9,2000, to the attention of Ms. Kimberly = Matalik, at US Postal
Service Retail, 475 L'Enfant Plaza, Washington, = DC 20260-2442 (phone
202-268-3228). Selection will be conducted= using both the submitted
SF 255 and the SF 254 (s). Interested fir= ms with more than one office
must indicate staffing composition of th= e office in which the work
will be performed. The contract requires t= hat the firms provide
evidence of current errors and omissions Insura= nce of $200,000.00 per
claim (exclusive of legal fees). Based on the content of the forms, the
United States Postal S= ervice will conduct interviews with firms that
best meet the require= ments of this Scope of Work. Preferences will
be given to firms withi= n a day-trip distance from the USPS HQ.
Participation of minority-owned and women-owned business in t= he
United States Postal Service architect-engineer selection is encoura=
ged. It is prohibited to pay any fee to any person or firm conting= ent
upon or resulting from award of a contract from this project. No =
other general notification for this project will be made. Submissi= on
