C -- SITE INVESTIGATION FOR PETROLEUM CONTAMINATION, ST. CROIX NATIONAL SCENIC RIVERWAY SOL RP602800024 DUE 082100 POC Tonya Bradley, Contract Specialist, 402-221-3561/Billy Davis, Contracting Officer 402-221-3464 The National Park Service (NPS) is seeking an Architect/Engineer (A/E) firm or organization to conduct a Site Investigation for petroleum contamination at Tract No. 47-125 within the St. Croix National Scenic Riverway. The site is located in Burnett County, west of Grantsburg, Wisconsin along the St. Croix River. Solicitation number RP602800024, SIC Code 8712, POC Tonya Bradley, Contract Specialist, Billy Davis, Contracting Officer, 402-221-3561/402-221-3464. BACKGROUND: The NPS acquired the property in 1998. A 300-gallon underground fuel storage tank was removed on October 6, 1998. At the time of removal the tank was full of water. The water did have a gasoline smell. The steel tank had some corrosion and the water was leaking out when the tank was removed. The soil in the bottom of the excavation had a gasoline odor and was stained. The tank was located on a heavily wooded, steep hillside and was approximately 350' from the St. Croix River. The previous owner had used the cabins on the property in the summer for recreation. In November 1998 the NPS removed 4 of the 6 existing buildings on the property. The 2 remaining buildings will be demolished in the fall of 2000 and the site restored to its natural condition upon completion of the petroleum release site investigation and site closure. On December 7, 1999 an environmental consulting firm conducted a preliminary investigation at the site. The work consisted of excavating approximately 21 cubic yards of petroleum contaminated soil and storing it on-site, digging 2 other test pits, and conducting various analytical tests. At the old tank site and in the 2 test pits bedrock was encountered at approximately 5 feet below the ground surface. No groundwater was encountered above the bedrock at the site. The bedrock consists of a dense, fine to medium sandstone. A soil sample was collected from below the former tank immediately above the bedrock. Concentrations in this sample were above the Wisconsin NR 720 Residual Contaminate Level (RCL) for gasoline range organics (GRO) of 100 mg/kg. The sample also indicated that the soil at the bedrock exceeded the RCLs for benzene, toluene, and xylenes (BETX). Lead concentrations were below the RCL of 50 mg/kg in all soil samples. Based on the results of the field excavation, it appears there is potential that gasoline constituents have migrated into the bedrock. The nature and extent of ground water contamination will need to be determined in the proposed site investigation. The site investigation will involve close coordination with the NPS and the Wisconsin Department of Natural Resources (WisDNR). The site investigation shall conform to the WisDNR's administrative rules and technical guidance documents. As an initial step the A/E shall place a minimum of 3 soil borings on the site. These borings shall be converted to ground water monitoring wells. Water samples shall be taken and tested in accordance with WisDNR requirements. The A/E will be required to submit for review and approval an Accident Prevention Plan, Work Plan and Project Schedule, Quarterly Reports, Final Site Investigation Report, and Site Closure Application. The Final Site Investigation report shall discuss the extent and degree of soil and ground water contamination. The report shall also include recommendations on possible treatment/disposal of the stock piled contaminated soil, and cleanup/closure of the site. The report shall include cost estimates for these recommendations. As a part of the Site Investigation the A/E shall determine the following in accordance with WisDNR and federal regulations: 1. Full vertical and lateral extent and magnitude of soil and/or groundwater contamination. 2. Severity of contamination in the soil, bedrock, and groundwater and its affects. 3. Cleanup options best suited to the site conditions. 4. Determine plume stability and whether site conditions are adequate to support passive bio-remediation. 5. Assess potential or actual risks to human health or the environment. 6. Ground water flow direction and velocities. 7. Surfacewater risk potential. The NPS anticipates having the A/E complete the installation of the groundwater monitoring wells in the fall of 2000, and submit the Final Site Investigation Report and Site Closure Application in the fall of 2002. SERVICES: The A/E will be required to provide the following services either in-house, or through the use of specialized sub-consultants as needed to prepare the Site Investigation for the subject property: environmental and geotechnical engineering, hydrology, chemistry, laboratory testing, geotechnical drilling, and support services (i.e., administrative, fiscal, clerical). EVALUATION CRITERIA: The specific criteria to be used in evaluating the firm's Standard Form 254 and Standard Form 255 in descending order of importance, include: 1. The applicant's professional experience and specialized technical competence as they relate to performing cost effective Site Investigations of similar scope within the State of Wisconsin. This experience and competence will be demonstrated through work (as the prime contractor or as a sub-consultant or sub-contractor) on petroleum release site investigations for the National Park Service, other public/government, or non-profit agencies. 2. The professional and academic qualifications of the principals and project staff who will be assigned to the project. The professional staff working on the project shall meet Wisconsin personnel standards in Ch. NR 712. 3. The extent of the firm's recent experience on projects within Wisconsin of a similar scope, scale, and environmental setting that have resulted in timely, cost effective site closures. 4. The capacity of the firm to accomplish the proposed work within the projected time limitations. This procurement is open to small and large business and is subject to the Small Business Competitive Demonstration Program, Public Law 100-656. To the fullest extent, the NPS welcomes the participation of small business firms including woman and minority-owned and operated A/E firms and encourages large businessfirms to include small business firms as part of their team. The government will not indemnify the firm selected against liability involving asbestos or other hazardous materials that is, no clause holding the firm harmless will be included in the Contract. The Standard Industrial Code (SIC) is 8712. A/E firms which meet the requirements described in this announcement are invited to submit a Letter of Interest and completed Standard Forms 254 for each firm and a team Standard Form 255 to Tonya Bradley, Contract Specialist, National Park Service, Midwest Regional Office, 1709 Jackson Street, Omaha, NE 68102.
