is soliciting proposals from qualified business organizations to enter
into a firm fixed price contract to remove and control invasive cape
ivy plants impacting critical habitat and species in the Golden Gate
National Recreation Area and Point Reyes National Seashore. The work
requires removal of the cape ivy using methods other than pesticide and
covers a total area of approximately 14 to 18 acres throughout various
locations. The Contractor will provide services to contain cape-ivy
both by establishing "containment lines" (strips where dead and living
vegetation (including cape-ivy) is cut and raked into confined piles
and ground is cleared to bare mineral soil) at leading edges of
identified patches, therefore controlling the rate of spread, and, in
other patches, by completely removing cape-ivy and infested vegetation.
This may entail limbing tree parts that are an obstacle to cape-ivy
removal and subsequent follow-up treatments, and disposing of debris
material appropriately. The Contractor must meet the following MINIMUM
QUALIFICATIONS for consideration, and will be evaluated on these
qualifications: The Contractor must demonstrate (extensive, sufficient,
appropriate) experience in: Control of cape-ivy on a large scale in
sensitive ecological areas using an Integrated Pest Management (IPM)
approach. Knowledge of coastal plant (both native and non-native
species) identification and experience conducting large-scale exotic
species removal projects within coastal California vegetation
communities. Safe and effective use of manual and power tools to remove
invasive exotic plant species. Successful completion of projects
without adversely impacting the environment where sensitive species
and/or Environmentally Sensitive Areas were present in close proximity
to the work area. The National Park Service welcomes the participation
