The National Marine Fisheries Service (NMFS) is required to place Fisheries Observers on Hawaii based longline fishing vessels targeting swordfish and tuna. Observers monitor incidental take of sea turtles and other protected species. NMFS seeks the assistance of a qualified Contractor to provide all services and supplies required to conduct a Fisheries Observer program in the Hawaii Pelagic Longline Fishery. The Contractor shall recruit, hire, and deploy Fisheries Observers and manage all logistical requirements associated with providing Observer coverage. There are currently over 100 fishing vessels permitted to operate in this fishery. During the first six months of this contract, it is anticipated that 100% observer coverage will be required. Coverage requirements in subsequent periods may be reduced. Where less that 100% coverage is mandated, the Contractor shall estimate total and observed fishing effort by continuously monitoring longline vessel activity. The contractor shall deliver observer data files, specimens, specimen logs, vessel trip logs, communications logs and vessel activity records to the NMFS. The contract shall have a basic performance period of six months, with two (2) six-month option periods.
