The Substance Abuse and Mental Health Administration (SAMHSA) through the Program Support Center, General Acquisitions Branch intends to award a 12 month sole source Simplified Acquisition to The National Association of Consumers/Survivor Mental Health Administrators in Baltimore, Md. to develop a Consumer-Based Restraint and Seclusion Training Manual and Materials. The Manual is for mental health service facility staff to reduce restraint and seclusion misuse. The focus will be on children's facilities. Development of training modules with specific learning objectives and approaches in several mental health areas. The modules will be developed with information gathered from convening an Advisory Group with representatives from: family, advocacy, industry, accrediation, and consumer organizations, as well as Federal and State agencies.
