The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, Secretary of Defense (Health Affairs) and the TRICARE Management Activity, intend to procure on a Sole Source basis from Conwal Incorporated, 6858 Old Dominion Drive, Suite 200, McLean, Virginia 22101, (703) 448-2300, Jill Corcoran, the following services: PURPOSE: The Tricare Management Activity requires the following services be purchased for the current task order. The government intends to have Conwal, Inc., provide the services as Sole Source. The Contractor shall provide contract administration support. Support shall include reviewing invoices and monthly reports from various Contractors that provide support to Operations. The Contractor also shall track deliverables to be provided as a part of the tasks. The Contractor shall assist in the preparation of past performance reports as required by the Defense Federal Acquisition Regulation (DFAR). The Contractor shall be responsible for informing the task manager of any discrepancies or problems found during the reviews. The Contractor shall provide acquisition support. The Contractor shall be responsible for finding required products at the best value for the government, considering price, implementation plans, and delivery schedules. The Contractor shall assist in the preparation of the required documentation, performing market surveys, tracking the acquisition ensuring timely delivery, and preparing the final documentation to allow final payment to the provider. Acquisitions include small and large purchases. The Contractor shall stay current with all DoD and the Financial Management Office (FMO) budget changes and requirements. The Contractor shall track all commitments, obligations, reprogramming, MIPRs, and current funding. The Contractor shall be responsible for informing the task manager of any discrepancies or problems found. The Contractor shall maintain document archives. The Contractor shall provide conference support to The Healthcare Information and Management Systems Society (HIMSS). Support shall include coordination of speakers, materials, facilities, and demonstration areas. The Contractor shall provide trip reports and interested party lists and feedback. The Contractor shall support the Technology Integration Board of Directors (TIBOD) Support Office. Support shall include assistance with requirement analysis, technology assessments, and providing recommendations concerning the procurement, integration, and utilization of existing technology projects, or the initiation of new projects. The Contractor shall provide support for business case development and evaluation as well as provide support in the development and delivery of information papers, briefings, evaluation reports, etc. The Contractor shall assist IMT&R in realignments including planning and temporary storage. The Contractor shall purchase supplies and materials necessary to perform the tasks within this task statement only when not provided by the government and will obtain written authorization from the Contracting Officer for items exceeding $2,500.00. Due to Conwal's experience and knowledge of the operation of the Health Affairs/Office Automation Network, the development and implementation of the health Affairs Video Teleconferencing Program and the implementation of both the Health Affairs and TRICARE Management Activity Worldwide Web efforts, Conwal is immediately productive. Due to Conwal formerly being involved in supporting the Healthcare Information management and Systems Society (HIMSS) Conference project officer, Conwal's recommendations are key for the Department of Defense (DoD) role in the annual HIMSS Conferences. If Conwal, Inc., is not used, it is estimated that many of the initiatives currently in process would be severely impacted. The mission of O/ATIC is to provide the office automation support to the Assistant Secretary of Defense (Health Affairs) and the TRICARE Management Activity staffs would be severely degraded without qualified technical expertise. Once a qualified Director is selected, there will be a significant learning period to acquire the details (and background for specific decisions made) of the network, both architecturally and in accordance with the organization. In addition, the directorate also has the mission of integrating the multiple Military Health System information systems prior to deployment. These systems support more than 8 million beneficiaries worldwide. In addition, the ATIC is responsible for exploring new and emerging technologies. OBJECTIVE: (1) To ensure that medical/health programs and projects, planned and managed by OASD (TMA), are executed effectively and efficiently. In support of this objective, assist OASD (TMA) in strategic planning, analyzing policy and procedures, executing the Executive Agent selection process, accommodating persons with disabilities, and providing necessary conference support and administrative assistance. (2) Provide support for review and analysis of MHS automated information systems (AISs) that have been designed as migration/target systems. Reviews will focus on AIS life-cycle activities, overall life cycle costs and benefits, programmed resources by standard expense category, and unresolved issues. (3) Provide financial statements and supporting history for legacy, migration, and target AISs. (4) Develop Statements of Work (SOW), Delivery Orders (DO) modifications to Dos, and monitor contracts. (5) Execute special projects, conduct surveys, evaluate policy from a public administrative perspective, and provide administrative support, report editing, and briefing preparation for OASD (TMA) initiated special projects. (6) Provide management, quality control, and administration in each task area of the contract, management Contractor personnel and other resources assigned to the contract, and account for government-furnished property. REQUIREMENT: Contractor is to provide additional support to the Director, Information Management, Technology and Reengineering. This recommendation was made to fill the void until a new Director for the Operations/Advanced Technology Integration Center (O/ATIC) Directorate was selected, hired and established. In this role, the consultant provides the technical expertise for the research, analysis, and acquisition review in support of the Director. IMPACT: Without these services, project cannot be fully accomplished for the TRICARE Activity. Without the requirement being fulfilled, work may stop and deliverables may not be met. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In the effort to complete a working system, it is recommended that Conwal, Inc., provide the services for the following considerations and reasons: To meet timeframes, milestones, and schedules; Conwal, Inc., has established relationships with subcontractors that can perform the required services; the services are incidental to the total order; the services are unique in nature and the services are needed to complete a successful effort. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available.
