This sources sought synopsis requests information needed by the
Government prior to release of any potential solicitation. Details
follow please read this entire synopsis. Please note that this is a
revision to a previous sources sought synopsis issued under the same
solicitation number (N00421-00-R-0498). The ONLY CHANGE to the previous
sources sought synopsis is the change of the SIC Code to 8744. OFFERORS
MUST ANSWER THE QUESTIONS CONTAINED (BELOW) IN THIS SYNOPSIS, EVEN IF
OFFERORS HAVE RESPONDED TO THE PREVIOUS SOURCES SOUGHT SYNOPSIS. This
is not a request for proposals and in no way obligates the Government
to award any contract. The Naval Aviation Depot (NADEP), Cherry Point,
North Carolina, is seeking sources capable of providing Transportation
support services. Currently, the Government in-house workforce is
performing the services. It is intended to perform a cost comparison,
pursuant to OMB Circular No. A-76, in order to determine the most
efficient and cost effective performing activity. Accordingly, a
contract may or may not ultimately be awarded as a result of the
study/cost comparison. If a contractor is selected as the most cost
effective performing activity, an award will be made in accordance with
OMB Circular A-76 in conjunction with all other applicable Government
and Navy acquisition regulations. Personnel of the performing activity
(i.e. selected source) will be required to pass a specified background
check, however, this process is not the process associated with
obtaining Department of Defense Security Clearances nor as involved. In
addition, the selected source is required to be ISO-9001 and/or IS0-
9002 certified (registered) in accordance with Raad voor Accreditatie
(RvC) or ANSI-RAB accreditation requirements by the date set for
receipt of initial proposals (currently estimated at 18 October 2000).
The NADEP Cherry Point is currently ISO-9002 certified. If you are
interested in competing for this requirement, please indicate your

responses from prospective offerors must provide the return Internet

the planning of acquisition strategy, please respond to the following
questions: For Standard Industrial Classification (SIC) code 8744,
please indicate the following: (1) Is your business a large or small
business? (2) If small, does your firm qualify as a small, emergent
business or a small, disadvantaged business? (3) If disadvantaged,
specify under which disadvantaged group and is your firm certified
under Section 8(A) of the Small Business Act? (4) Is your firm a
certified "hub zone" firm? (5) Is your firm is a woman-owned or
operated business? (6) Is your firm currently ISO 9001 or 9002
registered in accordance withRaad voor Accreditatie (RvC) and ANSI-RAB
accreditation requirements? (7) If not currently registered, will your
firm be ISO 9001 or ISO 9002 registered in accordance with Raad voor
Accreditatie (RvC) and ANSI-RAB by 18 October 2000? and (8) If your
firm is currently ISO registered or plans to become registered, please
state if this registration will be ISO 9001 or ISO 9002. ALL
PROSPECTIVE OFFERORS MUST USE THE INTERNET TO RESPOND TO THIS SYNOPSIS.

SOLICITATION EXISTS AT THIS TIME. It is anticipated that the
solicitation will be released in late August 2000. It is recommended
that you respond to this synopsis, including all information above, if
