Services Administration (GSA), Public Buildings Service (PBS), Rocky
Mountain Region 8, c/o Project Services (10PCPB), 400 15th Street South
West, Auburn, WA 98001-6599. GSA and Canada Customs and Revenue Agency
announce a contract opportunity for design-build of a Joint USA/Canada
Border Station to be located at Sweetgrass Montana USA & Coutts Alberta
Canada. The project is to replace the existing border Stations with new
joint facilities for U.S. Customs, INS, Border Patrol, USDA, and Canada
Customs & Revenue Agency. The project includes estimated building area
of 9290 square meters (100,153 gsf), and 9.2 hectares (22.8 acres) of
site development. Facilities include a Main Port Building shared
between the U.S. and Canada, and separate US and Canada facilities each
for commercial inspection and secondary inspection. Site work includes
impound, traffic lanes, and parking for about 178 vehicles and 64
trucks. Construction cost is estimated in a range between 23 to 26.5
million US dollars, with occupancy planned for 10/2003. The work under
this contract includes all design, labor, material, equipment, and
mark-ups necessary to deliver a complete functional Border facility
consistent with contract requirements, performance specifications,
codes, and standards. Contractors and Design Firms from both the United
States and Canada, and joint USA/Canada Teams are encouraged to apply.
Offerors must demonstrate their capability to perform design and
construction in both US and Canada. The Contract award will be based on
a Two-Step Source Selection, with award made to the lowest evaluated
price from the competitive Range of the most Highly Rated Technical
Proposals. No design submittals will be requested as part of this
solicitation. The Offeror's Step 1 Technical Proposal will consist of
their proposed Team, capability to perform, qualifications, experience,
past performance, and approach to addressing critical project issues.
Bid documents consisting of Design-Build Bridging Documents and
Performance Specifications, will be provided to the highest technically
ranked offerors after Step One, for submission of bids in Step Two of
the soliciation. The Government intends to award without discussion to
the lowest evaluated price of the highest technically ranked offerors.
Evaluation Criteria in relative order of importance will be: (1) Past
Performance, (2) Ability to Address Border Issues, (3)
Management/Schedule, and (4) Qualifications of Key Personnel. Go/No-Go
Criteria and other evaluation parameters will be delineated in the
Submittal Requirements and Instructions. All offerors submitting a
