The original synopsis is modified to reflect an increase in the Government estimated construction value from the range of $25,000 to $100,000 to the revised range of $100,000 to $250,000. The original Request for Quotation (RFQ) will be re-issued under the same solicitation number as an Invitation for Bid (IFB). The original set-aside for HUBZone small businesses is dissolved under the authority of FAR 19.1305(d) in favor of unrestricted competition under the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The IFB will include a 10% Price Evaluation Preference (PEP) for HUBZone small businesses pursuant to FAR 52.219-4 and an additional 10% Price Evaluation Adjustment (PEA) for small disadvantaged businesses pursuant to FAR 52.219-23, ALT II. The application of the 10% PEA will be limited to small disadvantaged business firms from the states of CT, IA, KS, MA, ME, MN, MO, NE, NH, ND, RI, SD, and VT. A bid guarantee and performance and payments bonds will be required pursuant to the Miller Act. The IFB package will be mailed to all sources having requested the original solicitation. The specifications and drawings will remain unchanged with the exception that the fountain and related components will be provided as Government Furnished Equipment (GFE).
