AMCOM proposes to procure the TH-67 Aircraft under a firm fixed price
(FFP) indefinite quantity contract, with a minimum quantity of 19 each
and a maximum quantity of 80 each. The proposed period of performance
is 4 years, to include fiscal years 2001 through 2004. This proposed
acquisition is to be procured on an other than full and open
competitive basis under the authority of 10.U.S.C. 2304(c)(1), as
implemented by FAR 6.302-1. There is only one responsible source and no
other supplies or services will satisfy agency requirements. AMCOM
anticipates that award will be made to Bell Helicopter Textron, Inc.
(BHTI) P.O. Box 482, Fort Worth, Texas 76180. BHTI is the designer and
sole manufacturer of the TH-67 aircraft. BHTI retains the proprietary
data rights to the manufacturing processes and engineering data
package, while possessing the engineering and technical expertise,
required database, special tooling/equipment, and TH-67 aircraft
