NASA/DFRC plans to issue a Request for Quotation (RFQ) for four (4) Portable Intrusion Dectection Systems complete with Pager Systems and Carrying Cases. The items requested are Southwest Microwave, Imc. Model # 385 MilPac brand name or equal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items directly from Southwest Microwave, Inc., The authority for other than full and open competition is 10 USC 2304(a)(1). This portable Intrusion Detection System (IDS) was specifically created for use by Southwest Microwave for the USAF to secure valuable or sensitive assets. It has a unique configuration and packaging. It can easily setup and operated in a remote location and will withstand a harsh environment and rugged use. No other source is known for this product. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 4, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
