No solicitation package will be issued. Offerors who request a copy of the solicitation and/or simply provide a statement that they can provide the required items will not be considered. Responsible sources may respond by submitting information identifying their capability to supply such a system with adequate technical information for Government evaluation. This information shall only be considered if clear and convincing evidence is provided that the offeror can meet the requirements of the Government.
