Command intends to conduct negotiations with and award a contract to
Beckman Coulter, Inc., 11800 SW 147 Ave., Miami, Florida, 33116-9015 on
a basis of other than full and open competition, reference FAR 6.302-1
for a Laser-scanning particle size analyzer, 0.4-2000 um, including
polarization intensity differential scattering (PIDS) for analysis of
submicron particles. Must employ reverse Fourier lens optics,
Fraunhofer laser diffraction, and Mie scattering analysis. Must include
3-element filter (3 wavelengths of light), a minumum of 100 forward
detectors and 100 size channels (1:1 detector to size channel ratio).
Unit must be self-alligning and include particle-dispersion capability.
Results must be rendered statistically (mean particle size,
distribution percentages, for both volume and number-based
distributions) and also as plotted distributions. Beckman-Coulter, Inc.
is the only company offering this patented technique for accurate
analysis of submicron particles. No solicitation document is available.
