Commission (CPSC) intends to procure the services of a qualified
contractor to perform the following services: The CPSC's National
Electronic Injury Surveillance System (NEISS) consists of a national
probability sample of 100 hospitals, drawn from the approximately 5,300
general hospitals in the U.S. with 24 hour emergency service. Since
NEISS' inception in 1978, information has been collected by CPSC from
the NEISS hospitals on all product-related injuries treated in the
hospital emergency departments. CPSC staff and other researchers
routinely compare annual estimates from the NEISS data to historical
NEISS estimates to determine if there are significant increases or
decreases in the number of product-related injuries treated in hospital
emergency departments. The NEISS was expanded on July 1, 2000 to
collect information on all trauma-related visits to the emergency
departments. The purpose of this contract is to provide CPSC with a
sound statistical measure of the impactthat the 'All-Trauma System' has
on the national estimates derived from the NEISS. The contractor shall
provide CPSC with statistical methods to compare NEISS estimates from
before to NEISS estimates after the implementation of the All-Trauma
System. These statistical methods will include methodology to compute
adjustment factors and adjusted variances of historical NEISS
estimates. The contractor will address the impact of the All-Trauma
System on the overall NEISS estimates, estimates based on individual or
groups of product codes, as well as other groupings such as
work-related injuries. Request for Quotation (RFQ) No. CPSC-Q-00-5196
will be released on or about August 15, 2000, with quotations due on or
about September 6, 2000. All responsible sources may request a copy of

the RFQ will be accepted. Competitive Simplified Acquisition
Procedures will be utilized in accordance with FAR Part 13. The SIC
Code is 8999 with a small business size standard of $5.0M. This is an
unrestricted procurement. The small business size standard is provided
so that offerors can appropriately represent themselves as small or
large. The final award will be based upon a combination of demonstrated
ability to perform the work, demonstrated ability to provide high
quality work products, quoted price, and past performance in similar or
