The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks information from vendors having expertise and experience in the creation of dynamic, data-driven web pages and sites. Our Information Technology office is preparing a new corporate intranet web environment spanning two physical locations on the east coast. We desire a web page design with content dirven heavily from database objects, based on the user's site and preferences. We also desire heavy use of forms-based, dynamic content retrieval. We want a web page design that is content rich and also aesthetically pleasing. We are looking for vendors with expertise and experience in the following areas: HTML, dynamic HTML, HTML forms, XML, Javascript, java, cascading style sheets, layers, frames, CGI scripting, cookies, firewalls, database to web middleware, Perl, Oracle, and Active Server Pages. We seek vendors with significant experience in the design of complex web pages, in a mixed environment of Unix and Windows NT-based data sources. Vendors must demonstrate their expertise, experience, and understanding of the trade-offs among the various methods of populating web pages. Vendors should also demonstrate previous experience in the DoD civilian environment. Our web environment is primarily (but not exclusively) Unix-based on the server side, with PC clients at the desktop. Our corporate data is warehoused primarily in an Oracle environment, but we envision an additional new "operational database" which at this time is only conceptual. We do not envision, at this time, this intranet operating in a classified environment. Interested parties should send capabilities statements outlining experience and specific capabilities to support the requirement outlined above along with descriptive literature (advertising glosses, etc) to SD13@nswc.navy.mil or regular mail. These submissions should be completed by 1 September 2000. Submissions should reference #N00178-00-Q-3022. We do not envision that submissions will include proprietary company data. The IT office at NSWCDD does receive engineering, technical, and administrative assistance from commercial entites on this and other efforts. It must be assumed that submissions in response to this notice will be examined by these commercial entities.
