G -- INDEPENDENT LIVING SERVICES SOL CFSA-00-R-002-MW POC Michael West, Contract Specialist, 202.727.7090 The District of Columbia Child and Family Services Agency (CFSA) is soliciting proposals from qualified sources for Independent Living Services (ILS). CFSA has identified a population of children who require structured environments where those at risk of child maltreatment receive services from CFSA. Often these young adults live in the midst of drug and crime activities, lack needed skills and basic resources to maintain healthy relationships, and require help in a broad array of life's problems. The services shall be designed to meet the needs of a specific target population which may include adults who have physical or developmental disabilities or persons with psychiatric disorders, such as a persons with dual diagnoses, a combination of the above, or young adults who are in need of more supportive living arrangements to prevent institutional placement. Each program shall demonstrate that at the conclusion of service, relevant goals have been achieved in each of the following areas: Employment, health needs, housing, higher self-esteem, access to legal services as needed, access to support groups, aftercare, peer support, knowledge and access to community resources, linkages to CFSA, community volunteers or other youth who have made a successful transition to adulthood. For those persons who have not bee moved to full independence according to original plans, there shall be an anticipated duration of continued treatment, revised goals, and outcomes. Due to time constraints, the CFSA intends to release a Request for Proposal (RFP) for the above services on or about July 28, 2000. The final date for receipt of proposals will be approximately two (2) weeks after its release. One week after release, a pre-proposal conference will be held at a location and time to be identified in the RFP.
