The U. S. Coast Guard is considering whether or not to set aside an
acquisition for HUBZone concerns only. The estimated value of this
procurement is between $100,000 and $500,000. The small business size
standard is less than 1,000 employees. The acquisition is for dockside
repairs to the USCGC DURABLE (WMEC-628), a 210 foot medium endurance
cutter. All work will be performed in St. Petersburg, Florida, the
cutter_s homepier. The performance period is for 55 calendar days. The
scope of the acquisition is for the overhauling, renewing and
repairing of various items aboard the USCGC DURABLE (WMEC-628). This
work will include, but is not limited to: renovation of the crew_s
berthing spaces; renewing watertight and weathertight doors; renewal of
deck plating in the aft passageway, the engine room and the reefer
flats; renewal of deck plating and window frame material in the bridge;
overhaul and renewal of fixed windows in various compartments on the
vessel; renew deck covering system in designated areas; perform load
tests on vessel motor generator set; preserve the antennas and antenna
foundations on masts and the top deck; overhaul and weight test the
motor surf boat davit assembly; overhaul and weight test the shipboard
davit crane system; renovation of the crew_s mess deck; renew both
ship_s service diesel generator mufflers; renew the engine room piping
insulation; inspect and test valves. Provide logistics to cutter for
systems that are affected during overhauls such as protective deck
covering material, storage (paint and flammable stores), toilets,
showers and small boat storage. All welding and brazing shall be
accomplished by trained welders, who have been certified by the
applicable regulatory code performance qualification procedures. At the
present time, the acquisition is expected to be issued under full and
open competition procedures. However, in accordance with FAR 19/1305,
if your firm is HUBZone certified and intends to submit an offer on

statement of your intention to submit a bid for this solicitation as a
prime contractor; (b) evidence of experience in work in similar type
and scope, to include contract numbers, project titles, dollar amounts
points of contact and telephone numbers. At least two references are
requested, but more are desirable. Your response is required by 31 July
2000. All of the above must be submitted in sufficient detail for a
decision to be made on a HUBZone set aside. Failure to submit all
information requested may result in an unrestricted acquisition. A
decision on whether this will be pursued as a HUBZone small business
set aside or on an unrestricted basis will be posted in the CBD. Posted
