The training is needed to install previously identified faults and upgrade trainers to the CDS3 Configuration. This effort must be completed in a timely manner to avoid impact on the development and updates as the systems are fielded and the training to keep pace with these new developments. Acquisition for this training is restricted to the approved source(s), Justification for Other Than Full and Open Competition is FAR 6.302-1 "Only one responsible source, or a limited number of responsible sources, and no other supplies and services will satisfy agency requirements".
