intends to negotiate a Firm Fixed Price type purchase Order for
Installation of Audio/Visual Presentation System. This system is to
provide mission critical training of F/A-18 aircrew. VFA -106 Strike
Fighter Wing requires seven (7) training rooms to be included in this
installation; these include three (3) classrooms, the main auditorium
and a conference room, and Hanger 122 which has two (2) large
classrooms/briefing rooms. All spaces are located on NAS Oceana,
Virginia Beach, VA. VFA-106 Strike Fighter Wing Training buliding is a
secure facility that will require site visit request. This order will
be in accordance with FAR Part 13.5 "Test program for Certain
Commercial Items" (CLINGER -- COHEN). The Period of Performance for the
resulting Purchase Order will start on August 7, or date of award which
ever is later. The Standard Industrial Code is 1731, Electrical Work.
The solicitation is a 100% Small Business Set-Aside. All responsible
sources must submit past performance and pricing data to the Fleet &
Industrial Supply Center by 4:00 p.m. on the date the offer is due.
Offerors shall describe their past performance on similar contracts
held within the past three (3) years, which are of similar scope,
magnitude, and complexity to that required by this solicitation, or
affirmatively state that they possess no relevant, directly related, or
similar past performance. Offerors who have held similar contracts
shall provide a detailed explanation demonstrating the relevance of the
contract to the requirements of this RFP and shall provide the
following information: Contract Number(s); name and telephone number of
Contracting Officer's Representative (COR), or point of contact at the
activity for which the contract was performed; Dollar value of the
contract; Detailed description of the work performed; Number of
subcontractors used, if any, and a description of the extent of work
performed by them. The Government shall assess the risks associated
with the offeror's past performance and consider the number, and
severity of any quality, delivery or cost problems in performing the
contract, the corrective action taken, and effectiveness of the
corrective action. Offerors are hereby notified that the solicitation
will be available for downloading at FISC Norfolk Website,
http://www.nor.fisc.navy.mil/contracts/solicitations/default.htm or at
http://www.neco.navy.mil. This office will no longer issue hard-copy
solicitations. By submitting a proposal, the vendor will be
self-certifying that neither the requestor nor the principal corporate
officials and owners are currently suspended, debarred, or otherwise
ineligible to receive contracts from any Federal Agency. Failure to so
represent may be grounds for refusing to accept the proposal. The RFP
will be issued approximately 28 July 2000 and will close 10 days after
