SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION
INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY
SOLICITATION; OFFERS ARE BEING REQUESTED AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. (ii)THE SOLICITATION IS ISSUED AS A REQUEST FOR
QUOTATION, NUMBER 1K110001. (iii)THE SOLICITATION DOCUMENT AND
INCORPORATED PROVISIONS AND CLAUSES ARE THOSE INEFFECT THRU FAC 97-18.
(iv)THE SOLICITATION IS SET ASIDE FOR SMALL BUSINESS CONCERNS. THE SIC
CODE IS 8049, THE SMALL BUSINESS SIZE STANDARD IS $5.0 MILLION. (v)LINE
ITEM 1 -- PROVIDE SUBSTANCE ABUSE COUSELING TO SPANISH SPEAKING INMATES
ENROLLED IN THE RESIDENTIAL DRUG ABUSE PROGRAM. THE COUNSELOR SHALL
CONDUCT 0-520 SESSIONS PER YEAR. A SESSION WILL BE A TWO (2) HOUR
BLOCK. THE COUNSELOR SHALL NOT EXCEED 10 SESSIONS (20 HOURS)PER WEEK.
(vi)THE COUNSELOR'S QUALIFICATIONS INCLUDE: 1)AT LEAST ONE YEAR OF
CLINICAL EXPERIENCE IN A SUBSTANCE ABUSE SETTING, 2)GRADUATE LEVEL
COURSE WORK IN SUBSTANCE ABUSE AND ADDICTION, 3)A GRADUATE DEGREE IN A
MENTAL HEALTH DISCIPLINE -- EITHER A MASTER'S OR DOCTORATE LEVEL
DEGREE, 4)WORK EXPERIENCE IN A CORRECTIONAL SETTING IN A COUNSELING
CAPACITY, 5) CONVERSATIONAL FLUENCY IN SPANISH & ENGLISH, AND
6)EXPERIENCE WITH OR KNOWLEDGE OF HISPANIC CULTURAL ISSUES. PROVIDE
PROPER DOCUMENTATION WITH OFFER PACKET. COUNSELOR WILL PROCESS GROUP
THERAPY, OCCASSIONAL ASSESSMENTS FOR SCREENING PURPOSES, GENERAL
CONSULTATION TO THE INSTITUTION DRUG PROGRAM TEAM, AND INDIVIDUAL
COUNSELING WITH INMATES AS NEEDED. ALL EQUIPMENT & SUPPLIES WILL BE
PROVIDED BY THE INSTITUTION PSYCHOLOGY DEPARTMENT. THE COUNSELOR WILL
BE IN CONTACT WITH CONVICTED FELONS AND WILL CONDUCT HIM/HERSELF IN AN
APPROPRIATE MANNER AT ALL TIMES. THE COUNSELOR AGREES TO ADHERE TO ALL
REGULATIONS PRESCRIBED BY THE INSTITUTION FOR SAFETY, CUSTODY, AND
CONDUCT OF INMATES. THE COUNSELOR SHALL REPORT ANY INFRACTIONS OF THE
RULES & REGULATIONS BY AN INMATE TO THE INSTITUTION PSYCHOLOGY STAFF
IMMEDIATELY. THE COUNSELOR SHALL ATTEND AN ORIENTATION PROGRAM PRIOR TO
ASSUMING INSTITUTIONAL DUTIES. REIMBURSEMENT IS AUTHORIZED FOR TIME
SPENT IN INSTITUTION TRAINING PRORATED HOURLY. (vii)DATES OF SERVICE
WILL BE DETERMINED ONCE THE CONTRACT IS AWARDED. (viii)PROVISION
