material to provide detailed planning, design, and installation of
Automated Fuel Handling Equipment (AFHE) and Fuel related systems for
Defense Fuel Support Center fuel terminals and other facilities
worldwide as required by Space and Naval Warfare Systems Center
(SPAWARSYSCEN) Charleston, SC. System performance will include key
factors such as Centralized operation for fuel inventory control,
movement and management; Supervisory and Control and Data Acquisition
(SCADA); instrumentation, sensors and automated controls; Pipeline/Tank
monitoring capability (lead detection); Safety controls for spill
prevention; real time and historical database; report generation system
access controls; site surveillance and electrical power upgrades. The
proposed contract will have five major tasks: (1) Development of
Project System Engineering Plans (PSEPs) that identify the existing
facilities and configuration as well as provide the initial engineering
planning for an AFHE system; (2) Development of detailed Installation
Design (IDPs). Designs shall ensure use of commercial off-the-shelf
(COTS) industrial grade equipment, components, and software will be
integrated with a government furnished SCADA software application to
provide the complete and operational AFHE systems. A government
furnished standard system configuration will be provided that supports
operations in both a UNIX and Windows NT control system. (3)
Pre-Installation Test and Checkout (PITCO) of the completed control
system. PITCOs will be conducted at the government's AFHE SCADA lab
located in North Charleston, SC; (4) Procurement, fabrication,
assembly, installation, and testing of the complete AFHE system.
Training will be provided to site personnel during testing; (5) Systems
engineering services to include related studies, evaluations, surveys,
programming, testing, troubleshooting and document development. A cost
plus fixed fee contract with a base and two (2) one-year options is
anticipated. Proposal submission requirements include bothprice and
other factors (technical) proposals. Evaluations will be based on best
value. Criteria will include corporate experience and past
performance. Oral presentations will be conducted. The Government
reserves the right to make multiple awards if it is determined to be in
the best interest of the Government. All responsible sources may submit
a proposal which shall be considered by the agency in response to this
solicitation. It is anticipated that the solicitation will be
