The Health Resources and Services Administration intends to negotiate on a SOLE SOURCE basis with the Children's Research Triangle, 122 South Michigan, Suite 1100, Chicago, IL 60603. This procurement shall be processed in accordance with the Simplified Acquisition Procedures in Part 13 of the Federal Acquisition Regulations. The purpose of this procurement is to provide substance abuse technical assistance to Healthy Start communities. The contractor shall: develop a technical assistance needs assessment for each site; develop a technical assistance plan; conduct the technical assistance site visits; and provide a summary report. The Children's Research Triangle is deemed the only responsible source capable of providing the required work and services. The period of performance is one year.
