Health Resources and Services Administration intends to negotiate on a
SOLE SOURCE basis with the Access to Racial and Cultural Health
Institute, Inc., 3645 Veazey Street, NW, Washington, DC. This
procurement shall be processed in accordance with the Simplified
Acquisition Procedures in Part 13 of the Federal Acquisition
Regulations. The purpose of this procurement is to convene a cross
socio-economic and multi-ethnic meeting of individuals, organizations,
and other community groups in Prince George's County, Maryland to
conduct a secondary data analysis of the data collected from the
initial focus groups and identify distinctive causative issues
associated with the health disparities within the county. The
contractor shall: develop an ethnographic data collection process in
order to conduct an in-depth secondary analysis; develop a criteria for
participation in the process; identify individuals and organizations to
participate in the process; identify materials supportive of the data
collection process; provide logistics for the meeting; and prepare
various post-meeting reports. The Access to Racial and Cultural Health
Institute, Inc. is deemed the only responsible source capable of
providing the required work and services. The period of performance is
four months. A Justification for Other than Full and Open Competition
is on file. The award shall be made using simplified acquisition
