via, crobinso@fs.fed.us. Perform cadastral surveys on all the National
Forests in Alabama, which includes the Bankhead, Conecuh, Oakmulgee,
Shoal Creek, Talladega, and Tuskegee Ranger Districts. Also, the
contract will include boundary maintenance on the Bankhead, Shoal
Creek, Talladega, and Tuskegee Ranger Districts. The bulk of tthe work
(at least 60%) is anticipated to be located on the Bankhead Ranger
District. It should be noted that the anticipated work is at least 89%
maintenance and firms not interested in this phase of the work need
not make offers. The Bankhead Ranger District will be considered as
home unit for requested work under the proposed contract. All other
districts will be considered as requiring per diem to perform work and
will be requested and paid for under a separate item number. All the
per "diem districts" will be paid for under one item number regardless
of location. The item numbers will be as follows: Item 0001 --
Cadastral survey of individual tracts or boundaries on the Bankhead
Ranger District; Sub-item 0001A-Corner Monumented, Sub-item
0001B-Boundary Line Marked, Sub-item 0001C-Corners Maintained; Item
0002 -- Cadastral Survey of individual tracts or boundaries on the
Conecuh, Oakmulgee, Shoal Creek, Talladega or Tuskegee Ranger
Districts; Sub-item 0002A-Corners Monumented, Sub-item 0002B-Boundary
Line Marked, Sub-item 0002C-Corners Maintained; Item 0003 -- Boundary
line maintenance on the Bankhead Ranger District, Sub-item
0003A-Corners Maintained, Sub-item 0003B-Boundary Line Maintained; Item
0004 -- Boundary lline maintenance on the Talladega, Tuskegee or Shoal
Creek Ranger Districts, Sub-item 0004A-Corners Maintained, Sub-item
0004B-Boundary Line Maintained. The following are estimates of the work
anticipated under each item: Item 0001 -- Zero to five separate tracts
or jobs annually, which will require delivery dates of approximately
30 days each. Item 0002 -- Zero to three separate jobs annually, which
will require delivery dates of approximately 30 days each. Item 0003
-- Zero to two separate job involving approximately 75 miles annually.
Item 0004 -- Zero to three separate jobs involving approximately 20
miles annually. Selection of firms will be determined by an evaluation
process based upon the following criteria listed in order of
importance. Submit only experience in rural boundary survey work under
item 102 in the SF-254 (other types of engineering work not related to
boundary surveys will not be considered.) Your SF-255 should
specifically address these areas: (1)Certification as a surveyor,
licensed to survey in the state of Alabama. (2) Past performance on
contracts for boundary surveys and maintenance performed in rural,
wooded, and mountainour terrain similar to the project area with
government agencies. OPther boundary survey and boundary maintenance
projects may be considered if shown to be comparable to the forest
service painting, monumenting and signing standards. (3) Specialized
qualifications and experience of key personnel including technical
skills, project coordination and knowledge of field applications of
rural surveys. (4) Knowledge of local surveying and historical
practices, records repositories, and land ownership patterns. (5) Firms
capacity, technical competence and qualifications for satisfactory
performance of the project. (6) Proximity of the firm to the local
project area. Firms more than 50 miles from the project area will not
be considered. Project area will be considered to be the Bankhead
Ranger District in Double Springs, AL. (7) The volume of work
previously awarded by the Forest Service will be evaluated with the
objective of effecting an equitable distribution of the contracts
amoung qualified firms, including minority or disadvantaged firms. A
brief narrative related to item (2) will be required. The narrative
must describe the type and amount of work performed, the location of
the work and a reference for contact. This information is necessary in
order to assess past performance. Failure to provide the narrative
