This procurement is for Analytical and Professional Support Services for the Institute for Water Resources Navigation Analysis Division. A general scope of work required of the contractor is as follow: (1) Conduct inland and deep draft navigation analysis and program development studies to examine the relevancy and effectiveness of current navigation development and policies; the need for new policies, programs and approaches; and options available to the Corps in resolving policy problems and issues. (2) Develop methods and procedures needed to implement proposed or current Corps economic analysis of navigation development and operational regulations. These methods and procedures include commodity movements, multimodal networks, vessels, regional economy, intermodal competitions, system analysis and multimodal analysis of shallow-draft and deep-draft projects, and military uses of navigation infrastructure. (3) Conduct inland waterway and deep draft planning and research studies and analysis, including commercial traffic forecasts. (4) Develop complete databases using readily available sources, such as water transportation, waterborne and economic data, census data, voter registration data, employment and income data, city or county historical records, etc. or when other sources are lacking, develop original data through survey or other appropriate techniques. (5) Develop navigation analysis tools and stakeholder outreach communication instruments, including electronic media such as development of Internet Homepages and Websites, and online interactive tools. (6) Support NAD and Corps Field Operating Agencies' (FOA) studies of inland navigation infrastructure investment issues, needs and requirements. Such support will include assessments at the project, waterway and national levels, multimodal analysis, traffic forecasts by commodity groups, and the value of inland navigation to local, regional and national economies. An Indefinite Quantity contract is anticipated. The contract period will be for one year with options for four additional years. The Government anticipates a maximum of $250,000 for each year. The Government reserves the right to make more than one award under this solicitation. The proposed procurement is a 100% Small Business Set-Aside. For the purpose of this procurement a small business concern is defined as: a concern whose average annual sales or receipts of the concern and its affiliates for the preceding three fiscal years has not exceeded $5 million.
